k I thought that I didn't need to do the quest
"Blackpowder Promise" so I reject the man's quest,
but now the game wouldn't let me though without doing the quest.
I remember the quest giver told me if i change my mind to go somewhere.
I can't remember where.

Explore out of the town in that place more, i cant think of its name but its where you went to help Aveline with her guy issue/rescued the viscounts son. Its higher up and you'll have to kill some qunari that turned into mercenaries. :)
