Steps for romancing Merril in Dragon Age II?

Okay so in Act 1 (before I left for the quest into the Deep Roads) Merril and I only talked once, and I was given the flirting option--which I took--but nothing happened. I didn't get the achievement for flirting with a party member. Also, when I talked to Merril when Act 2 started, all we talked about was Bethany, and there was no flirting option. Can anyone tell me whether I can still pursue a relationship with Merril or am I too late?Steps for romancing Merril in Dragon Age II?
